Current Situation

The pilot project of the City of Poznan together with WohnStadt is about an inner city housing area in Poznan and the retrofitting of its social housing building stock. The current degradation of inner city housing stock is due to the intensive concentration of social flats in the inner-city area and the lack of an adequate number of social housing flats.

This situation results in investment stagnation, degradation of the housing stock, worsening the relationship between the municipality, the owners and the tenants and in dissatisfying compensation payments from the city to private owners for flats with social tenants. The cities still provide compensation payments instead of investing in the construction of social housing. This connotes higher expenses for the city .

These facts generate a circle of continuous economical and social degradation of rented flats in the inner city.

 

Objective

The goal of the project is to improve the situation in the living quarter by including private partners in the development processes. The construction for social and substitute flats should stop further degradation of old rental housing stocks and could solve social problems.

Therefore the project partners want to design legal and economic instruments for investment in social and substitute flats in the framework of PPP.

 

Activities

The starting point for the project activities is to identify and develop solutions for pilot investment in the housing stocks in cooperation with private and public partners. Further activities are:

  • design of legal and economic instruments for investment in social and substitute flats in the framework of ppp (commune and private owners);
  • design of a technical model-project for social housing and prototype production solutions;
  • initiation of pilot investment in stocks of rent buildings in cooperation with private and public partners.
